On the construction site of a battery storage system, many works interlock: foundations and cable trenches, the installation of storage cabinets or containers together with transformers, inverters and switching and protection equipment, plus access roads, fencing and grid connection. Local building supervision continuously compares execution with the planning and the requirements of the permit decision, records progress and deviations and tracks defects until they are remedied. Before construction starts, decisions, expert opinions and documents are checked for completeness, and the drawings of executing companies are checked and given a review note. During execution, site walks, meetings and interim acceptances accompany progress; at the end there is an acceptance record with defects, the method of remedy and dates. How often reports are made is usually set by the decision. It also assesses whether changes to the construction are exempt from permitting, minor or subject to permitting, and warns early if deviations in cost, schedule or quality threaten. File notes and interim reports form the basis for the final report.
Fire protection deserves particular attention. For stationary battery storage systems above 100 kWh, the draft of the Technical Guideline for Preventive Fire Protection TRVB 165 N (battery storage systems) contains minimum requirements, for example on installation distances, extinguishing water supply and fire alarm technology; whether and in which edition it is to be applied in the project is clarified on a project basis, as is its binding nature. Thermal radiation in the event of fire is determined in full-scale fire tests; the arrangement of the containers in the storage park follows from this, and it must be implemented in construction accordingly. The conditions of the decision are also very concrete: depending on the system concept and the decision, liquid-tight transformer bunds, level monitoring and infiltration swales may be required before commissioning, as may access and entry for the fire service. A second interface is the grid. Meters, instrument transformers and the communication link to the grid operator need installation locations with power supply and suitable ambient conditions, and the grid operator can issue technical conditions whose implementation on site is to be checked. The earlier such points appear in construction supervision, the less rework arises shortly before commissioning. In the event of a battery fire, the fire brigade determines the response and cooling measures on the basis of the situation, the system and the agreed emergency concept; this results in requirements for access, layout and extinguishing water, whose implementation becomes visible on site.
