Battery storage acceptance procedure support: we guide you reliably from the documents through to liaison with the authorities.

The acceptance procedure marks the decisive step towards the official acceptance and commissioning of your battery storage system. We guide you reliably through the entire process, from the careful preparation of all necessary documents to liaison with the authorities. In doing so, we draw on our knowledge of the requirements of authorities and expert assessors, demonstrate compliance with standards requirements traceably and communicate with authorities and neighbours authentically and transparently on equal terms.

What the procedure looks like depends on the installation law. Depending on the operator, a battery storage system is subject to the electricity law of the respective federal province and/or the Trade Code (Gewerbeordnung), depending on the project and operator. If an electricity undertaking operates the system or the electricity is fed entirely into the public grid, electricity law often applies. If the storage system is part of a commercial facility, such as an industrial plant with self-consumption, the Trade Code with the district administrative authority may be decisive. In each individual case, the storage function, operator, location and the substantive laws concerned are to be examined. In the procedure under electricity law, the authority can provide that the system may only go into operation with a separate operating permit. It is applied for without undue delay after completion, and existing inspection reports are to be attached. To assess the technology used, a trial operation can be permitted or ordered. The operating permit is issued if the system complies with the statutory provisions and the approval granted; additional or different conditions can still be prescribed. For larger systems, provincial law may also require an operations manager to be appointed, in Upper Austria for systems above 400 kW installed bottleneck capacity. A trial operation may last there for a maximum of one year and be extended once by a further year.

The grid operator is also part of the acceptance procedure. For the operating permission, it requires proof of the technical requirements and must consent to commissioning in parallel operation with the grid, the requirements depending on the operating mode and connection concept of the storage system; in the case of substantial changes, a completion notification from an authorised company is required. In terms of content, fire protection and extinguishing water retention are the focus for large battery storage systems, and, depending on the neighbouring situation, noise protection is added. Decisions contain, for example, an instruction for the fire service, available specialist staff and a key box, and for larger storage systems fire protection guidelines also provide for a fire and emergency plan. In the procedure for the operating permit, the applicant is a party; who else has party status depends on the applicable legal basis and the specific procedure. Anyone who submits complete, consistent documents and coordinates early with the host municipality and fire brigade avoids queries and follow-up requests. The time until the meter is installed depends on the grid operator responsible and the specific connection case.

We prepare the final documentation as the Kollaudierungsoperat for battery storage; in it, drawings, reports, confirmations and possible deviations from the submitted design are presented traceably. The system itself is checked in the technical acceptance. Beforehand, local building supervision supports construction. Which services and evidence are accepted later is already defined by the tender of electrical and construction works.
