Building a wind farm demands precise coordination, ongoing quality control and close alignment between everyone involved. Local building supervision monitors and coordinates the construction work on site continuously and proactively, takes care of professional quality assurance of the work carried out and keeps strict control of schedule and costs. Everything is documented in detail and consistently, and defects are tracked. Local building supervision, known in Austria as ÖBA, represents the client's interests on site towards the contractors. It monitors whether execution complies with the conditions set by the authorities, the construction contract and the plans.
It compares the programme continuously with the actual progress and reports delays. When checking quantities and invoicing, it reviews invoices and daywork. Quality and dimensional checks ensure that foundations, access roads and crane hardstandings are built as planned. These checks are usually carried out as spot checks; more extensive testing is additional effort. The supervision can also assist with tendering and award and, where there is imminent danger, act on behalf of the client within the scope defined in the contract. Important: supervision does not relieve the contractors of their responsibility for execution in accordance with the contract. Construction supervision in a wind farm is therefore more than control: it is the continuous link between planning, execution and documentation, from the first access track to the installation of the last turbine.
A wind farm brings a lot together: civil works, road building, cable laying, foundation construction and the installation of the wind turbines are carried out by different companies. Construction supervision keeps an eye on the interfaces. The client coordinates its contractors, and the contractors coordinate their subcontractors, so responsibility stays clear. The supervision identifies defects, assigns them and monitors their rectification. It records the construction progress in the site diary, photos and reports and notes the warranty periods. These records become valuable later, because they can serve as a basis for acceptance and, where required in the procedure, for the authority's final inspection ("Kollaudierung").
For additional or reduced cost claims, the ÖBA mediates between contractors and client; it takes part in takeover and acceptance, issues an acceptance recommendation and prepares handover documents. Because ÖBA services are predominantly time-dependent, they are usually tendered on a time basis. Preparing the construction programme is not necessarily part of the supervision; its task is mainly to monitor the deadlines, and the specific scope of services is defined in the contract.
