In Austria, the term "Kollaudierung" (completion inspection) is frequently used for the check, after completion, of whether an installation was built as approved. Whether and in what form an official inspection takes place depends on the procedure, the federal province and the decision. Which documents are required depends on the procedure and the federal province. For wind farms subject to an environmental impact assessment (EIA), the project applicant notifies completion before commissioning, after which the authority checks whether the project corresponds to the permit. The acceptance decision then replaces the operating or use permits otherwise provided for under administrative regulations, insofar as the UVP-G provides for this. For the check, authorities usually involve expert assessors from several disciplines, such as noise protection, electrical engineering or nature conservation, and assess first the completeness of the documents and then the content. Usual are execution drawings and site plans, expert opinions, for example on noise or ice fall, and a traceable documentation of deviations from the permit decision. If parts of the installation deviate from the decision, the file should show that the deviation is minor, does not reduce the level of protection and corresponds to the state of the art and the relevant standards.
For smaller installations, depending on provincial law and the permit decision, authorities may require confirmations from authorised professionals: from structural engineering, that the installation was built correctly, with structural stability and in accordance with the project; from mechanical engineering, on construction in accordance with the project, correct commissioning and instruction of the operator; and from electrical engineering, a test report together with the system documentation, the installation log. The structural stability verification and the declaration of the sound power levels also belong here.
Before feeding into the grid, confirmations are also required that the feed-in corresponds to the accepted characteristics at the connection point and that the grid decoupling protection device was installed, set and function-tested in agreement with the grid operator. If only parts of the wind farm are to go into operation, then for EIA projects completion of those parts must be notified, and the acceptance inspection can take place in parts if this is suitable for the type of project; in other procedures, partial completion and partial acceptance depend on the permit decision and the applicable law. The file is thus the central folder in which this evidence comes together. The documentation is part of commissioning: it complements the technical acceptance of the wind turbines and the professional support of the acceptance procedure with the authorities.
