In Austria, the term "Kollaudierung" (completion inspection) is frequently used for the check, after completion, of whether an installation was built as approved. Whether and in what form an official inspection is provided for depends on the federal province, the procedure and the decision. For example, an approval under electricity law may provide that a PV system may only go into operation after a separate operating permit. The application for it must be made without undue delay after completion, and existing test reports are attached. Handling of subsidies is also tied to completion. Which completion notifications and evidence are required depends on the funding instrument and the specific funding procedure. For the final settlement of a subsidised system, the evidence provided for in the respective funding contract and funding procedure must be submitted.
For ground-mounted PV systems, permit decisions often require evidence for the notification of completion. This includes structural calculations and foundation verification for the driven-pile foundations, a confirmation of the correct installation of the modules, the depiction of the grid connection points and the test record of the initial inspection to OVE EN 62446-1. This standard describes what documentation accompanies a grid-connected PV system and which tests and inspections take place at commissioning. In addition there are documents for the grid operator, such as the installation document or, for larger systems, the compliance document under the TOR Erzeuger. On this basis, the grid operator grants the operating permission. For larger systems, conformity tests or simulations are added. The grid operator may be present at the tests and grants the operating permission only after reviewing the documents. Permit decisions also structure their conditions by discipline, such as building construction, electrical engineering, mechanical engineering, fire protection and nature conservation; a file with the same structure can be reviewed by the experts condition by condition. The grid user must ensure compliance with the TOR Erzeuger throughout the entire service life and keep the system documentation up to date, presenting it to the grid operator on request. A checklist for each discipline shows before the appointment which evidence is still missing.
An orderly file also has value after acceptance. Decisions can prescribe recurring inspections of the PV system, and the file documents the baseline condition for them.
