We look after occupational safety, coordinate the different trades and take on the agreed coordination tasks under the Construction Works Coordination Act (BauKG); the client remains responsible for its statutory obligations, except insofar as these can be effectively transferred and have been transferred. To this end, we monitor the statutory requirements (BauKG, SiGe plan, Employee Protection Act – ASchG) and check the mandatory notifications. The documents should be kept in such a way that they can be presented in an inspection by the authorities.
On PV construction sites, civil works, installation, electrical work and grid connection often take place at the same time or in close succession. The Construction Works Coordination Act obliges clients to ensure safety and health protection in the process. Ongoing coordination avoids hazards and obstruction between the trades and keeps the construction sequence orderly. The duty to coordinate applies as soon as employees of several companies work on the site at the same time or one after another. A planning coordinator for the preparation phase and a site coordinator for execution must then be appointed. Appointing the coordinators is the client's responsibility. The client may transfer tasks under the BauKG to a project manager; the manager's professional suitability is to be examined in each individual case. Because PV construction sites are extensive, safety planning must take into account routes, cable trenches and storage areas across the entire work area.
A prior notice must be sent to the labour inspectorate at least two weeks before construction starts. A SiGe plan is required for projects subject to prior notice (more than 30 working days with more than 20 employees at the same time, or more than 500 person-days) as well as for work involving special hazards, for example near high-voltage lines, which can be relevant for the grid connection of a solar park. The plan records how trades avoid endangering one another during parallel work, which facilities are shared and who implements which protective measure. The file for subsequent works ensures that maintenance and decommissioning are also planned safely. The site coordinator points out defects to the companies and, if a request is unsuccessful, can call on the labour inspectorate; any further powers towards the companies depend on the commissioning and the contracts. In everyday PV work, coordination means aligning the schedules for piling, cable laying, module installation and commissioning, regulating access and storage areas and instructing the companies.
The site coordinator inspects the site regularly, watches for mutual hazards and points out defects and necessary adjustments to the plan to the companies.
