Local building supervision for solar PV: we represent your interests on site for expert, on-schedule and cost-secure implementation.

As independent local building supervision, we support your PV system from the first sod to acceptance. We make sure cabling, road building and turnkey construction are carried out correctly. Recording damage to land and crops is also part of it. With our experts, everything comes from a single source.

In Austria, local building supervision (ÖBA) is the client's representation on the construction site. The usual scope of services includes construction supervision and coordination, schedule and cost tracking, quality control, checking of measurements and invoices, and participation in handovers and acceptances. Added to this are defect management and documentation, for example with the site diary, photo documentation and reports to the client. Checks are made in traceable spot samples, and there is a duty to report and advise in the event of delay. In this way you, as the client, keep control even without being on site every day. The scope of services extends over execution preparation, execution and project completion. The ÖBA coordinates the specialist supervisions and meetings; where the share of installations is high, a separate supervision for this area is usual. It prepares acceptance records including an acceptance recommendation, determines partial and final payments that can be authorised and, after takeover, monitors the remedying of defects. The depth of checking and the scope of spot samples are defined in the scope of services on a project basis, and ongoing reporting records progress, deviations and open points.

On solar construction sites, this concerns foundations and piling, module installation, cable trenches, roads and transformer stations. The decisions set concrete requirements for this, for example evidence for structural calculations and foundations, confirmation of correct installation and the fire protection plan including access for the fire service. Nature conservation conditions such as construction time restrictions or breeding bird checks have a direct effect on the construction sequence. A building supervision that knows these requirements recognises deviations early and documents them before they become a problem at acceptance. This also includes the test records of the initial inspection to OVE EN 62446-1 and, depending on the system concept, decision and grid connection conditions, confirmations on insulation monitoring and surge protection. For lenders and investors, building supervision thus provides an independent view of construction progress, quality and defect status. Especially for systems built in stages, on-site documentation counts: dated photos, site diary and drawing lists later show when what was carried out and how. Further checks after negative spot samples are usually to be agreed separately, which is why clear inspection steps in advance make sense.

At EWS, all the threads come together: we check standards and safety requirements strictly, document in detail and track defects. Together with the biology department, we identify risks early, for example through environmental construction supervision for solar parks. We support acceptance, commissioning and handover, see technical acceptance for PV systems. Construction progress is shown by Construction Monitoring, and the documents for the authority are provided by the Kollaudierungsoperat. We implement turnkey systems as the EWS Sonnenfeld®.
