The acceptance procedure is the decisive step towards the official acceptance and commissioning of your photovoltaic system. With a PV system, two procedures run side by side. On the official side, the question is whether the system was built as approved. Depending on the federal province and system size, the approval under electricity law may provide for a separate operating permit. Before its decision, the authority may allow a time-limited trial operation in order to assess the system. On the grid side, the grid operator grants the operating permission under the TOR Erzeuger once it has reviewed the documents. Commissioning and first parallel operation take place only in agreement with it. In Upper Austria, the operating permit may be granted if the system complies with the provincial law and the approval under electricity law; additional conditions are possible if necessary. Trial operation lasts up to one year and can be extended by a further year. At the grid operator, completion is followed, depending on the grid operator and system type, by the meter exchange, the review of the documents and the release for grid operation.
The requirements also differ in content. Permit decisions for ground-mounted PV systems often require structural and foundation verification, confirmation of correct installation, test records of the initial inspection, a fire protection overview plan for the fire service and, for nature conservation conditions, the final report of the ecological construction supervision. Anyone who collects this evidence during construction does not have to laboriously reconstruct it at the end. Early coordination with the inspection bodies also helps to clarify queries before the completed system waits unnecessarily. In addition there are inspection intervals: decisions often prescribe recurring inspections, the intervals of which follow from the regulations and the respective decision, and require evidence of instruction of operating and maintenance staff. For subsidised systems, the respective funding instrument determines which permits must be available when the application is submitted or the award is made. Especially for ground-mounted systems with several trades, early coordination pays off: electrical engineering, building construction, fire protection and nature conservation are treated separately in decisions, and each condition must be demonstrated individually. A central contact person bundles queries. In Upper Austrian subsidy handling, the deadline for the final settlement depends on the conditions of the respective funding programme.
